REC 29 SEP 03
Goverment Hbliše;
Hongkong, 26th. August, 1903.

I have the honour to inform you that a
Naval Hospital for infectious diseases erected at Morrison
Hill is about to be opened.
2.
The Principal Civil Ledical Officer on
the 19th. May called the attention of the Colonial Secretary
to the fact, and recommended that the Hospital shall not be
used as a Small-pox Hospital, but that the Naval Floating
Hospital the "Midge" should continue to be used for this
purpose. The enclosed correspondence will show that the Com-
mander-in-Chief has declined to accept the suggestion of the
Principal Civil Medical Officer and has ordered that the
Hospital he used for Small-pox cases.
3.
Against this decision I most earnestly
and strongly protest, and consider that if necessary legisla-
tion should be introduced to prevent it.
4.
No thing is more clearly established than
the danger of establishing a Small-pox Hospital within a short
distance of any considerable aggregation of persons. This is
shown in the minute of the Principal Civil Medical Officer of
closure 1.
2nd & 28th May,
August!
THE RIGHT HONOURABLE
JOSEPH CHAMBERLAIN, M.P.,
